At first I was slightly confused by this, however once the film went on I realised how clever the filmmaker actually was. At the start it just shown a close up shot of a man crying, looking slightly scared. Then as the camera tracked back, the audience started to get more in depth audio and we heard what appeared to be violence out on the street. Tracking back even further we then realised the guy was actually a policeman and was hiding from the violence (maybe escaping his job?)

Due to the intense connotations you could make from this film, I feel this is aimed to the maturer of people. Possibly older teenagers through to adults. 

The film didn't even need speech because the meaning and purpose was quite clear without. The flashing lights and siren noises add the drama which the audience are eagerly waiting for after watching the tense start.
